How To Create a Blog site with Joomla or smthngelse

I want to learn if I can create a blog website ( not personal , it will be like blogger.com ) or not ? if yes, How can i do that. Should I buy paid templates or anything else . I want the blog site not to be very professional. Thanks for your Help..

I've been using drupal.com for one of my sites. There are others like wordpress too that seem popular.

Personally it's a two big thumbs up to Drupal though.
