How to judge non-commercial?

hi, is any web Guru can define the "non-commercial" term clearly?

I found this on Google RSS news usage

May be my english too bad and i cant understand the non-commercial term precisely.

Or i list down the situation below, can some one explain to me whether it's consider as commercial/non-commercial?

1. Shopping Cart Website (this one i know, sure commercial)
2. Forum with no Ads/Sponsor link (non commercial rite?)
3. Forum/Website with AT LEAST ONE Referral Link

Below is the paragraph of the TOS that pertains to your question. Basically, as long as you aren't selling anything, you should be ok.

2. Use of the Service. You may only display the content of the Service for your own personal use (i.e., non-commercial use) and may not otherwise copy, reproduce, alter, modify, create derivative works, or publicly display any content. For example, you may not use the Service to sell a product or service; use the Service to increase traffic to your Web site for commercial reasons, such as advertising sales; take the results from the Service and reformat and display them, or use any robot, spider, other device or manual process to monitor or copy any content from the Service. If you are uncertain whether your intended use of the Service is permissible, please contact us. In addition, Google shall have the right in its sole discretion to suspend or terminate the Service or your access to it.

Really thanks for your detail explain. But i think i should express my situation in detail

My plan
1. build up a phpLD link directory (with pay feature link in future)
2. at the bottom / feature link, will put my commercial website link (is that consider generate traffic for business usage?)
3. Ya, i do intend to generate traffic using my directory site, and bring certain traffic for my commercial website

So, can i use their RSS feed? I saw some guy selling service for automate blog, i believe they also use RSS feed rite? Aren't they violate the terms? RSS Feeds > Generate traffic > Click their google ads

Looking for serious + clear definition.

As we all know, NO WEBSITE CAN SURVIVE WITHOUT CASH FLOW IN. I believe we DO create a Win-Win situation between our site with RSS owner website. (they provide title + short desc), we allow them to click and visit their website. But WHY still they do such restriction?

Commercial is any site that engages in, or harbors those who engage in, commercial activity.
Commercial activity is the exchange of goods and or services.

Providing information is a service, it is considered commerce.
Technically, every website on the internet is engaging in commercial activity by providing information.

I have a freesite.
I will not sell any product or service.
But add some ads.
Is it a commercial site?

From my understanding, i m SURE ALL website can be consider certain level of "Commercial" coz it's included Ads, Business Idea (which will deal with "CASH" flow). So i judge tht every website is consider "commercial"

Which mean no website can be consider non-commercial, unless the owner of the website not put in "Ads", "affiliates/referal link", EVEN website link, coz it will indirectly bring traffic to other commercial website, then the owner site no longer consider "non-commercial"

please correct me if i m wrong.

A website with NO LINK, NO SERVICE SELLING, NO BRAND LISTED (PS3, McDonald...) only can be consider as non-commercial

Sorry, i need to clarify this term before go into it, coz i intend to put RSS feed + google Ads, i don't want my google money to get freeze while i using their rss feed.

Google's TOS page also says that if you're not sure, contact them. So why don't you do that?
