internet connection speed

hi, i was wondering if anyone could help. the internet connection which i am paying for is a 8mb/s connection. when i did the online speed test on thinkbroadband.com it came back as giving me a 0.7mb/s download speed and a 0.2mb/s upload speed, which although less than paid for is still enough for me. however when i go to download a file the max speed i seem to be able to get in reality is 120-130kb/s. i was wondering if anyone had any ideas about why this might be?

Download & run TCPOptimizer.exe from speedguide.net

thanks for the help, but it doesnt seem to have helped increase the speed by anything at all.

If that didn't increase the speed, then you are getting the most that your connection will offer.
