Need free templates and graphics

I am going to be offering free template downloads on my website. Does anyone know where i can get templates for free where i will have the rights to offer them on my website?

I also want to offer free clipart and images i would like to know a resources where i can get all of these items. I need to be able to have resell rights.

Those are great websites. There doing exactly what i want to do. Does anyone know where to get similar templates? unfortunately they don't have redistributing rights for there templates.
