Need help with fabrication idea

Ok, I want to make a cat wheel like this: and don't know what to make the center ring from. I want it to be metal, and I don't want to make it myself. So, I want to make it from something else.

What I want to make, looks like this:

So, what out there, that I can find in a junkyard, that looks like this?

I was thinking, old propane tank, cut in the middle, or an oil drum, or the drum from a commercial dryer?

Any ideas?

Sheet of aluminum cut to size, rolled and welded to complete the wheel? That assumes you have a welder friend.

I don't but I could hire one...

Tomorrow I will call and find out what sizes you can buy plastic pipe in. I wonder if I can get a 40" diameter, 10" piece of pipe.

My first thought was a plastic kiddie pool maybe reinforced with some wood spines and fiberglass, but I can't seem to find anything that isn't inflatable or 8' wide.

Seen the PVC pipe the city lays in the ground for runoff/drainage lately ?

SONOTUBES!!

I found a place that does commercial concrete, and they have 1/2 inch thick, sonotubes for pouring concrete in pretty much any diameter!!

When you said "cat wheel" I thought you were on about something else that other people understood but I didn't.
