This one rocks: http://www.geocities.com/webtekrocks/ht ... ntips.html

(just kidding).

You might try Adobe Studio:
http://studio.adobe.com/

Or Macromedia's DevNet:
http://www.macromedia.com/devnet/

Those are two of the big-boys in web graphics so most general information you need can be found there. There are zillions of resources out there just a simple google away, depending on the detail you're looking for.

You could always ask people in the Flash or Digital Art forum

Agreed. Getting specific questions answered in the Flash and Digital Art forums is probably the best way. Theres way to much info out there to just look at web sites. But, if you are wanting to know about the basic uses and languages of the two programs, I would look at tutorials. Although they might be a little long to muddle through, they will certainly give you a lot of good info on the capabilities of the program.

I need to know more like why we use flash and why web animation is important. Its not a paper just about Flash but about web animation in general

Then I would post in the Flash/DigitalArt forums. Theres a lot of guys who will be willing to help you out and answer specific questions.
