Reducing bandwidth?

Not really sure how to explain what I want to achieve or what terms to use etc, but here goes. :?

I'm looking for software, or any method of emulating a 56k dialup connection. I'm currently using broadband but want to see how fast sites would load if I was using dialup.

Would it be possible to set something up so I can control the maximum bandwidth?

Even better would it be possible to restrict bandwidth from a local server (I use apache installed on my computer) to save me having to upload files onto the internet to check loading times.

Any ideas anyone? Sorry if this isn't clear.

Though, I am not sure this takes into account latency -- just bandwidth. Two different things.
