Sorry to reraise this pain in the arse post, but a friend of mine suggested an answer, and as soon as I saw it, I honestly believe she has it correct. One of those so obvious you want to kick yourself

Her answer is Wind Chime

It meets every criteria.

I do believe I read that on the original post that I can't seem to find anymore and was discounted simply because the OP said it was incorrect. If you've got a link to prove me wrong I'd love to see it, because that's a pretty good answer.
