Where are website review forum rules?

I might be missing something obvious, but I see people in Website reviews forum referring to some rule that says that you should review three sites before posting your site for review. Where can I find that rule, as well as other rules if there are any?

When you go to post the rules will appear before you can actually post!

The rules display automatically when you post a new topic in that forum.

Rule 5: Do not expect moderators to always reply. Our goal is to have everyone help each other
