I think the worst part is judging by the time on the clock and how light it is outside, I'd have to assume that it was 10:45AM and not PM.

I second that. I wonder if he is loaded up on some sort of muscle relaxers or something, I've even seen guys acting that way that were doing wippits. And once I saw a cat that had just been hit by a car that was wiggling around just like that.
