Does google use alt tags like anchor text?

When there is a button linking to a site and the alt text is
alt="web design forum"
does google use that to the same effect as anchor text in a link?
or will it use it as text on the site the image is being displayed?

It does work though the value of an alt tag is less than regular anchor text.
