Is there any effect if I enclode all my targeted phrases to h1 tag?

so long as you don't go overboard and start spamming, its good to have your main keywords in a h1 tag. Also use h2 tags for secondary words, something most webmasters fail to realise - these benefit you too.

Basically as many as you like ...as long as they are actually primary headings for content...

dont use heading tags just for formatting...

also there has to be a structure to your content....

don't use

heading tags are after all just that...headings for the following content

but as was stated above ensure your heading content is releven and contains keywords.

er I dont think there is any structure to using H1,H2 and the rest like what PremTech just said.

you wont get killed if your H1 is appearing at bottom of page. hehe.
