English version of site is easier to get high PR?

After check the content of tens of sites. I have the opinion that a site in English version is easier to get higher pr comparing to other version (e.g Chinese version).

Do you agree with me? :?:

The English versions of sites generally only have higher PR because there are more English sites on the net, and so more English sites linking to the English version of their site.

That's all there is to it. The actual language the site is displayed in has nothing to do with PR (on a technical level). Just that English sites generally tend to get more links pointing towards them.
