Google News Site Map

I just got accepted to google news and it suggests creating a google news site map to optimize the indexing of pages. Getting pages indexed quickly into google news seems like it'd be important so I'm looking up how to make one.

On there guide it says "The News sitemap URL needs to be encoded for readability by the web server where it's located. In addition, it can contain only ASCII characters. However, it can't use upper ASCII characters or certain control codes or special characters such as * and {}"

Does that mean it would be incorrect to declare the xml page in UTF-8 like so?

also need a line that allow the google xml rules, like that:
