well you do it the way you have just tried but Google deems your site inappropriate for its program for some reason or other.

Remember, when you apply for Google adsense your site should be complete, with no broken links and under construction pages. Also, yor site should have content and relevant content as per google's policy.. Google doesn't approve sites that are related to gambling, porn, MP3s ...
