I found that Google introduced a new tool for Webmasters, "Disavow Links", that enables you to disavow links to your site. If you've been notified of a manual spam action based on "unnatural links" pointing to your site, this tool can help you address the issue. If you haven't gotten this notification, this tool generally isn't something you need to worry about."

Google says its engineers have been beta testing the new feature for weeks now, although there have been rumors of the impending new addition for months. The tool is now live, and you can find it by logging into your Webmaster Tools account and navigating to https://www.google.com/webmasters/tools/disavow-links-main

its going to be really easy to abuse.

they say they want you to manually go through and vet your links but in most cases i think SEO's will just simply submit a spreadsheet and have done with it.

Bing introduced it before google did.

What if people are not registered with webmaster tools.

Disavow Links - doesn't guarantee that Google won't consider links indicated by you. This tool is nothing more than just recommendation for google but will google follow it or not... it's a lottery.

Totally agree with @TroubleShooter, this tool doesn't guarantee that Google will disavow all the links that you've submitted through the disavow.txt file. Google is smart. So don't you ever dare to try to trick Google because they will finally know your dirty little secret. If you want to be successful in the internet business, you should now try to be an honest webmaster or website owner or blogger. Create a helpful website that really helps people solve their problems. Create a great branding to your site with a great domain name that is easy to understand and remember for visitors. And if they find your website helpful, they will bookmark your website or visit your site through the direct link by typing on the address bar. Google will know this and will start trusting you with its organic traffic.

I have already use the disavow tool for one of our websites but dont get feedback yet. Dont know it really have the effects or not!
