AMD 64 start problem

I was wonder if anybody know what could cause the computer not to start???
When I turn power on it start for a second and stops (Fans not running)
When I remove CPU it starts fans are running as soon as I am trying to lock CPU it stops and fans too.

Chances are the power supply is bad.

Thank you but without the CPU in the socket it runs no problem

The CPU Isn't draining any juice at that point, so there could be enough to keep the rest if it running.

If it's a Dell, they will send you a power supply and you can return it if it doesn't solve the problem.
