boot problem

help!
i have an empty hard drive
went into bios changed boot priority to cd r0m
pc then says boot from atapi cd:rom: (twice) then blinking cursor
ive inserted my windows cd and pressed enter and cursor just keeps blinking as well as cdrom led lght.

It could be possible that you CD is not a bootable CD.

i thought of that but ive tried 3 different cds any other ideas?

CD-ROM is bad.

if you have a floppy make a boot disk and try to access the cdrom from the dos with cdrom support enabled

Is your cd an ISO burn? If so, where did you burn it from? Was it a legal copy?
