Computer Will Not Start

When i press the power button, it seems like it is about to start (fans spin for a second) then just shuts down, but the light on the power button remains on.

I have taken all the ram, graphics card out to blow the dust off, then made sure it all went back in right.

No joy, any ideas what i can try.

Most times it's the power supply, itself. That's the box inside where the power cable connects.

Any way of testing it before i buy a new one?

Another thing, hours before this happened windows wouldnt boot up, but the HD is fine as i tried a new formatted HD with the same results.

If the power supply fan stops after a few seconds, you can almost be sure that it's the problem.
