Diff between x16(x16) and x16(x4)

The manufacturers(Tyan) site says

Does that mean I can run 2 x16 cards (not looking for sli) and one will just be slower than the other? What i'm looking for is a quad monitor setup, so I wouldn't notice it either way. WHY you ask do I hassle you with something like this when I could just get a board that has dual x16 that runs each at x8 or each at x16. Because i doubt those support dual opterons.

i think that means electrically one is a x4, and one is a x16

So does that mean that any x16 video card will fit in a x16(x4) pci-express slot?

Yes but they will not run at their total capacity, aka x16.
