Does DVB -S cards need certain system requirements to work?

i bought a Twinhan DVB -S and i pluged it in my pc(P IV 1.7, 256 RAM ,46MB VGA) but it didn't work , it caused the PC to stop responding when i try to install the driver or the software or when i scan for channels, some one told me that it's my PC low resources
so
IS THAT CORRECT?
IS THERE A DVB-S CARD THAT MAY WORK FOR ME ?

thanks dr_amir88 for your reply and for that wonderful site
it says that there are two types of DVB-S cards
one with it's own processor and memory and other that depends on PC components
how do i know the type of tha card when i buy it
