whats the make and model of the PCI card ,,if you don't mind

Trident 96xx/38xx, vintage '98, I think.

That card has jumpers on it (they are either red or black little plastic squares) they have to be configured i would guess for this type of
application .

JP14=close: TV out
JP15=:1-2 PAL, 2-3 NTSC
JP16=close: NTSC TV, open: PAL TV
JP17=close: PAL ENCODING, open: NTSC ENCODING

PAL/NTSC video mode
In North America, Jumpers 15, 16, 17 should be set to NTSC

14 enables/disables a video out function to connect to a TV set
Moving Jumper 14 might do the trick.lol
What that does is configure the card for TV OUT or VGA out (another monitor) hope it works

Just get in good light and dust it off gently with a can of air or a small
(I take a new small paint brush ,and cut the brisles down in half,makes it into a little wisk broom.lol) before 98 cards had very small jumpers ,to the point that you had to use tweezers ,so be careful .

I have the same proble with the PCI card not being able to "start" in windows when the AGP card is the primary card. this is on an Epox 8KHA/KT266a m/b. Not sure why everyone has this problem, you would think the manufactures would make this *plum* work? Or maby its just a bug in Micro$oft's OS's
