I have a Western digital hdd Model number
WD3200AAJS

Hard drive was working until the client that gave me this hard drive told me it was having trouble starting up... his fix was turn on and off pc until it would finally boot... no noises came from drive
now he gave me the drive for me to recover important data off the disk and when i plug it in via sata the pc wont read the drive
nor it will trough usb either
it is not a problem with the jumper settings
nor a bios configured wrong
i belive its the firmware not able to be read off the disk
or the mainboard is bad?

Hard drive spins up when connected

it could be the interface chip on the HDD itself that is bad. The chip that the SATA / IDE interface is on. it should take up 3/4 of the HDD and be screwed in with extremely tiny screws. Check the revision number, you can order a new one for a few bucks.
