My hard drive not showing up

I'm setting up a new computer. At the first time when i install windows XP pro, all the hard drive was showing up, and the i format it. And after i install it the second time, one of my hard drive was not showing up at my computer.
I have 160 GB, 500 GB and 60 GB, the last one is the problem.
The computer can detect the 60 GB hard drive but it no showing up at my computer by the way the hard drive was IDE and the other was SATA

In order for the drive to show up in My Computer, it needs to be partitioned and assigned a drive letter. Have you done this?

Click on your Start Menu, and goto Run..., and type in "compmgmt.msc" without the quotes.

On the dialog that pops up, select Disk Management on the left. If your hard drive is hooked up correctly, it should appear in the list. From here, you can find out if it needs to be partitioned and initialize/partition it.

oh, i've tried that way, the drive did not show up on the disk management.
but it did show up at the device manager and when it was installed at add hard drive.
it was confusing...
