laptop does not boot

Hello,
I have Toshiba laptop with WinXP that does not boot. When I start it, it powers on, the power and HDD lights light up . The display says the Toshiba as normal but thats when it stops, the PC will not boot I tried to start form the CDROM but same thing happens I can't even get to the BIOS or into safe mode. Im stuck with a PC that says Tosiba on the screen, I can't even shut it off. I have to pull out the battery to turn it off. I don't think it has anything to do with Windows or the memory because it doesn't get to the BIOS.

I wouldn't rule out memory yet. I had a machine that wouldn't even POST due to a bad stick.

Thanks for the response
The memory is good. I was able to swap the RAM with another similar laptop and it still did the same thing.
Meybe It's bad BIOS chip? does anyone know of a way to fix or repalce it?

Did you get any Resolution cause since yesterday i have the similar issue!
