Tranfer Data from Damaged External Harddisk to Another Location such as, PC?

My external hard disk had been accidentally spilled with little but of water and it cannot be detected and run anymore. Is there a way to transfer all the data / files from it into my PC? using command line or something ??

I'm using Windows Vista and the External harddisk is a Western Digital WD1600BEVS 160.0GB

Drive Parameters: LBA 312581808
HDD S/N: WD - WXC108869314

I don't know if it makes sense to give all the drive information but is there a way? there are hell lot of important info.
