video issue

ive been troubleshooting another issue with an identical computer as the one with my post of browsing issues. the videocard was replaced a couple of months ago due to a failure of the onboard video going out. well its a new card and the video is spotty at best. its not a performance issue its that the video just doesn't come on. here is what ive done.

removed and blown off the dust from the card and the mainboard. and reseated the card and this didnt work. apart from replaceing it what else do i need to try?

Updated to the latest drivers ?

the drivers are the latest but there is no way to use the computer since the video is blank. anyways we switched the video card with a brand new NvIdia MX 400 and its doing the same thing so im geusing its a fried northbridge chip. could there be another problem
