Will a new battery or adapter fix this problem?

One day while using my laptop, i realized that the battery was not charging while the adapter was still plugged in. So i kept plugging and unplugging hoping that the battery would start charging. Now that the battery has ran out of power, the laptop will not turn on. A friend of mine said something similar happened to his laptop and a new battery fixed his problem, but i think its the adapter. any solution to this problem before i go out spending money on this?

As far as I know, the power supply should boot the laptop even if you remove the battery completely. I'm sure someone will correct me if I'm wrong.

try with different adapter and battery from your friend.Sure you can come to conclusion my friend.
