did you ever reinstall the drivers for the video card?
just because you have video and you installed the card doesn't mean that you installed the drivers, which is what programs need in order for you to successfully play games with 3d effects.
if you have an nvidia video card go to http://www.nvidia.com/content/drivers/drivers.asp and download the drivers for your card. or if you have an ati card, go here http://ati.amd.com/support/driver.html

To check your video card, Right click 'My computer.' Choose properties, click the hardware Tab, then the 'Device Manager' button. Once the new window pops up, select 'Display Adapters,' and tell us what it is. Or you can download something like Everest home edition at:

http://www.softpedia.com/get/System/System-Info/Everest-Home-Edition.shtml

and tell us then.

I'm guessing he has on board graphics, Which in that case means he needs to buy a video card.

And if that is the case, How much of a budget do you have ?
