Could not change perms

while i want change one file's permission (777) on ftp . i see a error message ( Could not change perms on english.php: Bad file )
i am server owner what can i do

First off, chown that file to give the account permissions on that file (sometimes, and for various reasons httpd (apache) takes ownership. If this doesnt work, then you probably have a corrumpted file. rm (delete) and recover a new copy from backup or from the original source files (sounds like you are running some sort of application)
