Is it even necessary to FTP, since most servers have a cpanel?

Uploading of multiple files can be done much faster with ftp than with the the cpanel upload file option.

FTP also gives you more control over managing your files

On my site, I basically NEED FTP, for installing IPB mods, and uploading like 50 pictures at a time. It's good if you have a forum or have a lot of content.

We use FTP, and SSH access.
Compress 50 images into a zip file, then upload to your server, then use SSH to unzip the zip file.

By using this technique, it will save you 30% of the time by just uploading 50 images via FTP client.
