domain resolution problems/questions

I am running an apache server off a PC.

When the web was trying to use an IP address to access the PHP foum aspect of the site it would work. Some tech guys came and gave the computer a name like comp123.chss.you.edu and now the PHP forum loads 50X faster. The only problem we are now having is that we can't login without it crashing.

I am thinking that we need to reinstall the board, to make sure all the PHP scripts are looking to the right IP address, but why does it load a lot faster with a domain name instead of an IP?

Second,
I registered a domain name and I want that address to stay static in the address bar. Can someone point me to a tutorial for doing this on a Windows Apache server?

Do you have a static IP from ISP already? Need more details in order to provide you a right solution.
