error 403 forbidden

I am getting error 403 forbidden when trying to access a site. How can I change the directory index directive to read index.php as the default? It will read an index.html file as default.

note: I tried making an .htaccess file and it didn't work. I guess it is not an apache server.

index.php should also be read as the default, try removing the index.html if you have that in there as well, and index.php should work.

I just made an index.html page and redirected the user to index.php for now.

You need to add index.php to your default page configuration. If you don't know how to do that, then you'll need to add more info about what OS you are hosted , what kind of administration panel (like cPanel), etc...you are using.
