A/V files "spamming" problem

Someone has been "spamming" large media files on my site, sending non-stop "GET" requests at a rate of around 200 times per minutes, bogging down the server and eventually crashing Apache.

I can get their IP from the logs and block it, problem is, it just starts all over again a few hours later on a different IP address, I'm suppose because they're on DHCP. I've blocked over 20 different IPs so far...

Is there a way to block this more effectively than by blocking one address at a time after the fact?

I don't want to have visitors have to sign-in to download, and I don't really want to do something like restricting the number of processes per IP and end up preventing people on dialup from using "download manager" utilities either.

Whatever input you may have would be greately appreciated at this point.

Oh, forgot to mention, I'm on FreeBSD 4.9.
