First you need some sort of host. You can use a free one, host it yourself or pay for hosting. Then you would upload it to the webserver and there you go. Buying a domain name is also recommended.

how do would you host off your own computer?
ANTO said if you get caught, your ISP won't be happy.

The reason why the ISP wont be happy is because you will be using their bandwidth. And it will be alot of bandwidth depending on the size of the website.

Another thing is you will need an IP address that doesn't change, otherwise you will see yourself having to update your DNS quite often.

To be honest with you, i havent turned my pc into a server and i doubt i ever will. I mean what's the need for it?

In your case you got hosting going out for $3 per month which is nothing. Would you rather keep your pc on 24/7 looking after your on site, than someone else?

To find out if your IP changes there should be a networking icon beside your clock (bottom right hand corner). Double click that and view the IP address there. Every week or so check it to see if it changes. Others may give different suggestions.

I would wait for someone to post with most experience in this kind of thing. Like i said before, i never turned my pc into a server before.

Get this software called "EasyPHP". From there you can turn your computer into a server.

The first thing you need to do is verify via your terms of service agreement with your ISP that you are even permitted to attempt this.

Only after that is verified, should this thread even continue.
