With domains as cheap as they are at the moment, people can hold on to them for years without batting an eyelid.

Anyway, i have the .co.uk version of my name, i am looking to aquire the .com but someone has already registered it. The thing is for the last year + its just had one of those godaddy packing space things there.

There has been no attempt at develop it... http://www.jasonstanley.com/

I know i haven't got my site completed yet, but when i launch my site i would like to get hold of this .com.

I know celebs and companies can force people to hand over a domain name, is there anyway i could do the same here?

I doubt you can do that. I had the same scenario with my personal domain. I have the .co.uk and .net but not the .com.

It (the .com) too had a parked page but when I contacted the owner (he did have his email address on the page - that was it) he said although he doesn't have a website up, he uses the domain for personal emails.

Hello, the only way to get a domain back - which is the same process followed by corporations, etc - is to file a dispute

some more info can be found here:

http://arbiter.wipo.int/domains/

No guarantee you will win the dispute - and usually you need some sort of copyright or trademark established - or you need to prove the person is using the domain to harm your brand, squatting, etc...

Its difficult to get. The only way you can get it is by offering a premium to the domain owner.
