FTP Problems (Home Server)

Hi, Im pretty new at FTP and i was wondering if someone could help, I hjave a home pc that i would like to share a drive over FTP for a few friends and family, all i want it for is uploading and downlaoding MP3's but i use a dial up connection that changes the IP address evrytime i dial in, is there any way using my current connection to get around this?
