HostGator is widely regarded is the best budget reseller and shared host. They're not the cheapest, but they're a pretty stable company. And in some regards, well, you get what you pay for. Note the word "budget." Be sure to check them out thoroughly at WebHostingTalk. Just search the forums for their name and you'll get more reviews than you'll have time to read.
