Help to find the correct tools for my webhosting

Hi
I am running a non profit webhosting for schools and NGO´s as a side project. I am currently hosting about 50 sites. I have a good Email system/admin but having a very manual system for webhosting.
I am using win2000 Server and IIS Server
its setup wiht APS,PHP,MYSQL,SQL,FTP but i have to go in and create everyting manually every time someone wants to make a new mysql database, new users FTP, etc..
Can anyone give me some good idears of any Open Source Control panel so users can log in and do some admin for them self? (e.g create ftp users, Make new mysql database, sql database etc...)
Is there any available for IIS?
Do I have better chance if i change to Apache?

If there are better comercial versions available for under $500 i might also consider that.
Hope to hear from someone with some good experiences :)

I'm looking to get a hosting plan from http://www.vesthost.com , does anyone use them before, I need to know if are trusty ?

I think that using Apache will definitely give you many more possiblities and significantly save your costs.
