Test it using a command prompt. Below is an example of when I log into my FTP server from a windows machine. I have never used an FTP client in my life.

C:\WINDOWS>ftp 192.168.0.99
Connected to 192.168.0.99.
220 queyosepa.local FTP server (Version 6.00LS) ready.
User (192.168.0.99:(none)): don2007

This may be due to any firewall or antivirus installed on your machine, try to disable your firewall and check whether you are able to connect your account. If you are able to connect you can turn on your firewall
and allow port 20 and 21.

if you are having trouble connecting double check with your host to make sure that you IP has not been blocked by the firewall on your server. I know it sounds basic but it happens sometimes :)

Hope this helps :)
