Hosts that allow shell_exec() function

I'm looking for a host that has php 5 and perl/cgi. I need the host to allow me to use the shell_exec() function for php and one that has PHP CLI installed. I would prefer an offshore host that allows warez linking for one of my sites, however I don't need warez linking for the other two sites. It also needs to be a linux host. Any suggestions would be appreciated.
