How can I run Cron jobs with different permission

Now I am creating my own c-panel for that i want to know about the running of crone job . How can I runn different cron jobs with different permissions. because these cron jobs are submitted by diff users.

Any one have any idea relatted to this issue please send me it because i am searching 4 a starting point.

if u give me the idea i will implement it through php, or perl .

As far as I know, the only way to do that is to have the scripts running as different users... so you'd give each user different permissions, and each user would have their own crontab.
