If you ar running Apache on a server at your house all you have to do is move the files you want to upload to the htdocs directory, if its a remote server install a FTP server on there and set the directory to you htdocs folder.

im using my computer to host. but im not sure if i have php working correctly.. on a site, it told me to create a txt file, put
<?
phpinfo();
?>

and save it as phpinfo.php, drag it into my htdocs folder under "D:\program files\apache\htdoc" and open it from there with internet explorer (by typing "http://localhost/phpinfo.php".

if php was running it should show a bunch of stuff on the screen, but when i run it the page is empty. does this actually mean php is not working? and if thats true how do i turn it on?

btw does anyone have any links to a free tutorial on how to use PHP and/or MySQL?

It could mean that PHP is not installed. Try getting a Apache, PHP, MySQL package like XAMPP. It would be the best thing for you.

XAMPP: http://www.apachefriends.org/en/xampp-windows.html

PHP/MySQL tutorial: http://www.freewebmasterhelp.com/tutorials/phpmysql
