Have you enabled access from the rest of the world in the configuration somewhere? Also, have you opened port 80 on your firewall?

Yeah, connection refused probably means that port is inaccessible from the outside. Is this the same machine that sits on that IP? In other words, is it the system that obtains the dhcp address from your provider? If so, are you connected through a linksys or some such? As previously mentioned, you may have to allow port 80 connections. If it is open, it could be that your ISP does not permit webserving, in which case you could always alter your config to serve on a different port, then tell everyone they need to hit http://<IP>:8080 or something.

Cheers.

Here's what I got trying to telnet to port 80 of your machine:
Code: [ Select ]
shuriken# telnet 68.23.149.130 80
Trying 68.23.149.130...
telnet: connect to address 68.23.149.130: Connection refused
telnet: Unable to connect to remote host
  1. shuriken# telnet 68.23.149.130 80
  2. Trying 68.23.149.130...
  3. telnet: connect to address 68.23.149.130: Connection refused
  4. telnet: Unable to connect to remote host
