2.Easy-to-use
3.Ftp access (We're tring to install IBProArcade)

Im sorry to say this but you won't find much for free, Easy to use will be included with Fantastico which will be provided by many hosting company's. the FTP Acess won't be a problem with a proper host either, you can easily pick up a small package from companies for an affordable price.

Yeah, he's right. Your not going to get everything for free and if you do it won't be the best quality. If you don't mind a small fee of $2 a month paid via paypal, cash or check then signup at my site: http://www.lcrhosting.com for our plan 1 - it will more than meet your needs. For just a free forum host i would reccomend http://www.fbhosting.net
