Problem setting up an ftp

hi guyz .. im having a litle problem and i wonder if any of u know how to fix this .. and it goers like this ..
this is my first ftp server so basically i'm a newby in the thing ... i have hosted many things before but nevet an ftp ... but this lpast month .. i've changed my ISP so now looks like i have a dinamic ip and they wont change my service to a normal ip ... is there any way to host with a dinamic ip (i know it sounds stupid) but i've heard that u could create a loophole in your pc and create a new "virtual ip" where you can host ur server .... have u guyz heard somenthing like that? ... i really need to host this crap .... thanx for wasting ur time on this . Well, I don't have the link or the time to search. But I remember a site which allowed you to download a program which would update your ip info to a domain automatically. So if you had the program running and your ip changed it would keep it up at the domain but im not sure how well that works and i dont remember where it was...

sounds like your talking about http://www.no-ip.com sumen.

If you go there and sign up you can get a web addy like http://yourname.no-ip.com or http://yourname.zapto.org .
Then download thier updater program and that will tell no-ip.com your new ip when it changes so that the web addy always points to your ip even after it changes.

I had a program once which I put on my laptop and it acted as an FTP server. I found the program at download.com and you could give different username different permissions etc.
