Rating on bulletin board

Hey, does anyone know how to create a rating, such as like how ebay does it, how each user has its own rating of whether he/she is a good buyer or not? i want to know how to make a rating system that i can implement into a forum.

Also, if i want to get a free server.. anyone have any advice as to wher i can get a good server that phpbb can use?

I don't think you'll be able to get a free server. It's impossible at all. Just maybe somebody will be your sponsor only ...

maybe i can use apache as my server on my computer? im not too keen on this internet busienss too well but i want to learn
