I suggest that you use phpbb2 or phpbb3 as It is a free open source software and it is easy to modify, You could think about using Other free forum software But phpbbb would be better.

Then Iff your forum is a success then you could move on to invision or VB.

Forum better to have small while starting it.
I suugest you start you with liitle number of sections

This is not always the case, Some people do not like large forums, But also small forums can put people off your website, It depends on what the forum is about, And how many people are running the forum.
