Depends on how much traffic you get.
Basics though, You need php and mysql.

If you are planning to have a large forum like this one, then you should have a large mysql space and bandwidth!

at the beggining you do not need much mysql space , this depends on how many threads / members you have in your forum and the type of the forum

As already suggested it depends a lot of the traffic and posts in your forum. Anyway, if you do not have good number of members already, you can go with any starter plans from a reliable web host and upgrade it to some advanced plan as and when required.

Initially even a shared hosting package will be fine for you. But as the forums grows with the increase in no. of members, posts you will need to upgrade it. It all depends on your requirements.

Yeah,

Initially start with shared hosting, market your forum and attract webmasters for registering, once you start getting good traffic and have good number of posts then you may think to switch for some higher hosting plan may be VPS or even Dedicated. It all depends on traffic and number of post gets added at your forum.

Personally I think if you have to ask what web hosting plan is best for you then you have zero business running a webmaster forum.
