I have heard that semi-dedicated is the same thing as huge web hosting account. And I would recommend you get something dedicated. Start with VPS. That is the best for you. Most of web hosting companies offer good service with low prices. Check http://www.justgotvps.com/ for not expensive and good VPS.
For shared hosting try http://lunarpages.com/ - they are cheap and the best for me.

It looks like semi-dedicated plans are vanishing into thin air, companies are getting rid of them, and it's VPS plans which I see as the most potential packages both for hosts and hosting clients.
One of the most stable VPS providers in the uSA is Jaguarpc.com, while in Europe it's Solidhost.com who offer unbeaten VPS deals.
